Market Entry

Entering the Gulf & MENA: Presence Before Pipeline

In the Gulf, relationships open doors that a good deck cannot; we build the local presence and connections that get you in the room.

Sounds familiar?
  1. 01A Gulf launch plan with no local presence behind it
  2. 02Cold outreach to government-linked buyers with no relationship
  3. 03No clarity on whether Saudi Arabia needs a regional HQ

Companies that treat the Gulf like a faster version of a Western market usually stall, because in the UAE, Saudi Arabia and the wider MENA region, procurement and government-linked buyers move through relationships and demonstrated local presence, not inbound leads.

We have run CRM and loyalty implementations for enterprises across the Gulf and worked on the ground in the UAE and Saudi Arabia; we use that experience to build your entry: the right first base, the right local relationships and a plan for Saudi Arabia once demand is proven.

What you keep
  • UAE and Saudi entry mode recommendation
  • Local partner and sponsor shortlist
  • Localized materials for Gulf buyers
  • In-market meeting schedule and outcomes
  • Phased Gulf and MENA entry playbook
Who this is for
  • Companies selling to Gulf enterprises or government-linked entities
  • Founders who tried remote-only outreach and got no traction
  • Teams deciding between the UAE, Saudi Arabia or Türkiye as a base

Questions we get

Should we start in the UAE or Saudi Arabia?
The UAE is usually faster to establish and works well as a regional base for testing demand across the Gulf. Saudi Arabia offers a larger domestic market and significant public-sector demand, and often makes more sense once UAE traction and, where relevant, a regional headquarters are in place.
Do we need a local entity to start selling?
Not always. A free-zone company or a local partner is often enough to start, and a mainland entity or Saudi regional headquarters becomes relevant once revenue or a specific tender requires it.
Is Türkiye a useful base for entering MENA?
For some companies, yes. Türkiye sits geographically and commercially close to the Gulf and wider MENA, and can work as a base or a first market in its own right, depending on your sector and target accounts.
How much of this is relationships versus outreach?
Both matter, but in the Gulf relationships and in-person presence carry more weight than in most Western markets. We build the outreach and the relationships together rather than relying on one.
